I know this thread is old but it is the closest to my question. Does anyone have a good starting point for blending a powdered stevia to make a liquid stevia sweetener for DIY. I have pure Stevia Rebaudiana powder and I would like a PG or VG 2oz bottle for adding to my sauce:). Any advice, should I go with 1/4tsp per 8/10ml like Sucralose?

Not to overstate the obvious, but why not just buy liquid Stevia from your local grocery store? It's like $3 and the bottle will last you forever.

I didn't like the crystals. I have liquid stevia on my shopping list today. As much as I like the sweet n low packets, there might be some chemical problems with it.

Cloudcomm:
Just dissolve it in base. What remains undissolved will precipitate to the bottom of the bottle, and that can give you a reserve for refilling, or an estimate to the amount needed. Stick the bottle in some dry rice that has been heated in the microwave to get more in solution.

ETA:
My sweetener bottles have been steviated.
