If you're close to one of the major cities you'll be able to find a B&M nearby. I know we have a couple in the Akron area, Columbus also has several, as does Toledo. Unfortunately they'll all be closed Christmas day so you're out of luck until the 26th at the earliest. When you do buy one, buy a spare as well so you can avoid another catastrophe.
If that battery meters at 4.8v with a multimeter or on a vv device I'd toss it. It should never go past 4.2x. It's hard to say whether the problem is the Nitecore or your voltmeter. I'd test the charger with other batteries before tossing it unless you want a spare. You should have backups of everything anyway.
