I always convert to mg/$ to get cost. 30 ml of 100 mg/ml for $18 is 30x100/$18 = 167 mg/$.
The 36 mg/ml 120 ml for $18 gets you more nicotine for the same $18. That comes out to 36 x 120/18 = 240 mg/$, a better deal as well as being simpler to work with.
The 60 mg/ml strength for $28.80 is even a little better price for 120 ml, though it costs $10 more. Not enough price difference to really matter much.
If you use bluemist, I like the Seedman Commercial flavoring:

Use about 12% of it (1.2 ml per 10ml of final liquid being made), and then add some drops of tobacco absolute (TA):

The Commercial flavoring is used to get a basic tobacco, when mixed with the nicotine liquid and some plain PG or VG. You then adjust the flavor to make it stronger with something called Tobacco Absolute (or you can use something like a hazelnut or caramel flavoring to make a softer, sweeter, mixture).
I normally use the Perfumers Apprentice "tobacco absolute diluted", but the BlueMist TA should be fine. Note that the TA is a very strong flavoring, it's what adds the "kick" to the mix. You really do use very little of it -- with Perfumers Apprentice's TA I only use 2 drops per 10ml of final liquid.
Make sure to shake the final liquid up before using it -- TA is very thick, and very little used, you need to get it to spread out within the juice.
