The good news is juice mixing is simpler, generally, than cooking. The bad news is cooking isn’t simple till you’ve done it some.
The first sentence and about half the next sentence I understood. The rest is harder for me. I’m going to try to reformat it to see if I’m understanding you correctly. I’m pointing out where data is confusing with brackets. These things may or may not matter for the final solution.
You have:
1 120ml bottle of 6mg Nic. {Unknown PG/VG ratio It may or may not contain an unknown amount of blue raspberry flavoring}
1 bottle of 0 Nic base {unknown amount. may or may not contain an unknown amount of blue raspberry flavoring}
To turn 6ml/mg nic juice into 3mg/ml nic juice with 0 nic base they are mixed 1 to 1. So if you have, say an empty 30ml bottle you would put 15ml of each into it. I don’t know what the PG/VG ratio of the nic juice is so the final mix could be anything from a bit over 30/60. (If the juice is pure PG) to a bit under 85/15 (if the juice is pure VG). If both the base and nic juices are flavored the same the result would be the same. If only one is flavored the flavoring would be cut in half.

So I would put 30ml of the nic base and then the rest of it with it? If I was making a 60ml bottle
Best bet may be to add 25ml of each to leave some room in the bottle so you can flavor to taste. Flavoring takes up room to and a little extra space in the bottle makes shaking to mix a bit faster. Flavorings are usually 5-15%. Fruits are often on the high end though it varies. 4ml flavoring to start and see if you like it perhaps. You can always add more. Steeping is something I don’t really understand. Fruits aren’t supposed to benefit from it much so you can probably get away with just shaking the heck out of it till it’s all one even color with no swirls in it and vape it.I will make it in the morning, How long should I let it steep?

This is a better option, though with what you got for nic liquid the highest VG ratio you can make will still only be a bit under 50/50. That 100%pg nic base makes things hard that way. That stuff is going to make anything pretty thin. Even a 100% PG juice can still be be used. 50/50 is the thinnest juice commonly sold. I’ve vaped 100% pg juice long ago. I don’t recall it being a whole lot different from 50/50. Less visible vapor. A bit harsh. Anything you do with it is going to be a high PG juice if you want 3mg. I’m not sure how much functional difference it will make to get some 100%VG base. If you were willing to lower the nic below 3mg/ml it would make more difference.You need to decide what VG/PG ratio you want the final juice to be. Mostly depends on your device (specifically the coils) With what you have it will end up very thin (too much PG) but you can get plain VG at any drug store (make sure it says "USP") and it's cheap. Then you can make what you want. Please wait till you get the VG (it's less than $5) I don't think most fruit flavors need much steeping.
Is the 70VG/30PG zero nicotine? Also, buying 6mg/ml nic doesn't make sense (not giving you a hard time... we all have to learn one step a ta time) Just save that 70/30 and eventually get some stronger nic (48 mg in PG might be a good choice for you) For now, like Bomb said, just mix VG with your 6 mg nic at 50/50 (half and half) Shake the heck out of the final juice then just let it sit (you can go ahead and try a quick sample if you want)My bad yeah its 120ml 6mg nic 100pg
