Nicotine levels do govern throat hit. High PG content juices are heavier on throat hit than those with more VG content. I find that my Vision Vivi Nova tank provides good flavor with milder throat hit than a carto. I have some 100% PG Dekang tobacco juices that are too harsh in a carto and much milder in the Vivi Nova.

Try some 70pg/30vg for a reference point and move up and down from there. Variable voltage also gives you a sliding scale point for voltage to the atomizer. You can dial the vape and throat hit up and down with voltage.

I use 36mg liquid with 80/20 PG/VG and sometimes the throat hit is so harsh I can not vape some flavors.

Juice Components
Flavoring usually about 15%- could be higher or lower depending on the flavor used.
PG enhances flavor, TH and lung hit- water like and many of us believe it to be a throat irritant
VG= vapor and can mute flavor- thick
Nicotine- TH, lung hit and our need for nicotine. The MOST important ingredient in regards to TH and lung hit.
Standards in the industry are 80/ 20 or 70/ 30 PG/ VG. I vape 85/ 15 PG/ VG.

When I first began I vaped 36 mg @ 60/ 40 PG/ VG. I am now down to 2 mg and was desperately in need of TH. Changing my PG ratio to 85% has helped immensely- am also adding menthol to aid in TH.
Remember to drink lottsa water.

I'm new to vaping. I used to smoke 1 pack a day of pall malls. Been chain vaping 18mg for 3 weeks now. So it's the nicotine that's making the back of my throat itchy? And if I'm understanding it correctly I should drop down to a lower nicotine?

could be nicotine, could be pg

PG tends to give a harsher feel to the the throat, especially when you're first starting out. Mixes using 24mg nic or more usually have higher ratios of PG (I know there has to be a scientific reason to this but all I know is it's impossible to find a 30/36mg liquid that is pure VG or even 50/50 for some reason). The nicotine itself is tasteless and mostly irritation free and more likely to make you feel sick/have headaches/etc. if you get too high a concentration. VG is also very moist and smooth and unlikely to irritate. Meanwhile PG is very "dry" and kinda rough to the throat, that's why people who like a good throat hit usually go for the higher PG mixes. Yeah, it's more than likely the PG. And I know when I started out no matte how little PG was in the liquid, liquid irritated my throat and dehydrated me until my body got used to it. So you may just need to give it some time and drink lots of fluids both in between and while you vape... I would say after a month or two of exclusive vaping, if you're still having throat issues, you may want to try a pure VG mix to figure out if you're just sensitive to PG itself. Only if the VG at a high nic concentration bothered me AND the PG heavy liquid at a high nic concentration bothered me would I even begin to question the nicotine content causing the irritation.

I like a smooth vape with lots of flavor and good vapor. I seem to get that from 80pg/20vg and 70/30. Some all pg mixes are low on vapor unless you crank the voltage and then the TH (harshness) rises. I think we are all on the quest for the ultimate vape. All you can do is try various vendors until you hit on the sweet spot. Sample packs are good for the search. At least you will find a couple you like and have some tolerable backup juice for those times when you are waiting for the postman!

I'm pretty new to vaping, but I also have some juice that is the same PG/VG ratio, but they have different nicotine contents and there's a major difference in the TH and also it seems like you get better vapor production with lower nicotine levels.

Edit: And after I post this, I realize I've already answered it, lol.
