@the dog - if you did not mean for DIY, and you are looking for a guide for nic content in PRE-MADE (vendor bought) liquids, as a new vaper you might wish to consider how much you smoked as a guide.
There are no hard and fast rules, but there is a sort of scale you can use.
"juice, or e-liquid:
For e-liquid, the typical nicotine recommendations are generally determined by how much you smoked, and are as follows:
1/2 pack per day or less = 6 mg nicotine
1 ppd = 12 mg
1 1/2 ppd = 18 mg
2 ppd = 24 mg
Figure on consuming at least 3 - 5 ml of liquid daily. Bottles are usually 10 or 30 ml volume.
E-liquid generally has concentrated liquid nicotine, propylene glycol (Pg), vegetable glycerin (Vg) and flavoring extracts.
PG and VG are usually used together in different ratios in e-liquid. For example, a 50/50 PG/VG ratio is common. Some juice vendors offer a range of different ratios depending upon customer preference.
PG = Propylene Glycol - the "flavor carrier" of e-liquid. A secondary source of "throat hit", but not as strong as the nicotine concentration. Some people have a sensitivity or even an allergy to PG. It's very thin in consistancy.
VG = Vegetable Glycerin - the "vapor maker" of e-liquid. Used as a sweeter in many food sources, and also as a skin emollient. It's very thick in consistancy.
Sweeter (sugary) or darker flavors tend to clog coils and wicks faster. E-liquids heavy with Vg are thicker in viscosity and may not wick as well as thinner e-liquids in some tanks."

I found that when I dripped I could use a higher nicotine but when I started using a tank I had to drop the level in half.
Most non-smokers who are vaping for the clouds and enjoyment can get by just fine with no nicotine or just 3mg, from what I hear. Check with your local vape shop and buy a few sample bottles in different strengths to see what will work for you. If you vape too much nicotine, you will know, you will feel it.

Those nicotine strengths won't apply for high wattage/high liquid consumption vaping though. For that 3mg or a maximum of 6mg would probably be a good starting point.

That's very true, KenD. I am making a possible presumption that because the OP is just starting out, that he or she might not be starting with high wattage vaping. Tho, I don't know. They might be! 
If you've been vaping for a year, then you already know what nic level you like. When you buy nic at 100mg or 48mg, you have to dilute it to your current nic level with PG, VG and flavors. Download a juice calculator like ejiuicmeup and play with it. You'll understand very quickly.
For DIY buy 100mg,, more efficient for storage. Use a freezer for long-term storage.
Breakdown a small amount, keep in fridge for making a working solution.

Yes. 100mg nic works best, especially when doing the math.

There is no reason to dilute nicotine just leave it in the container it came in and use the correct amount to make the strength nicotine e-Liquid you are mixing. Unless you buy a liter then split it into smaller bottles to work with. If you dilute it to 3MG then when you mix it your end product will be less than 3MG.
