Yes, article bad. No, it does NOT top google search (Wikipedia article comes first, ECF second, some chinese store comes up third... Articles on the NY ban do not appear until you look at the news section). Second, money has nothing to do with search engine rankings, Google uses an algorithm to place searches based off page ranks and relevance to the search.

Actually, that is a reprint of the AP syndicated article that appeared in the Wall Street Journal and newspapers across the country. The comments on this incarnation of the story are good and they are succinct. They get the job done. A few well-written comments make a better impression than a hundred comments, some of which are poorly expressed.
