China is notorious for skirting import/export restrictions and are quite talented at evading customs by describing/classifying restricted/tariffed products as being something that's restriction/tariff free. Instead of being shipped as a "5ml vaping atomizer", it may be described as "electronic accessory" (or something along those lines) and like Fasttech the sender may appear to be an individual rather than a company. If there's a demand for large volume attys China will build them. It isn't that they're innovative, it's that they're free from "nanny state" rules/regulations and can manufacture -whatever- they think will sell without a dozen state/federal agencies riding shotgun over (micromanaging) their operations. One of -many- reasons the entire U.S. manufacturing sector shut down and relocated their factories over there.
