This bill would roll vaping products into the PACT act. Many in the vaping community are probably not familiar with the PACT act. I am all too familiar with it as it hit snus users in the US in 2010. The PACT act put restrictions on shipping for cigarettes and smokeless tobacco. Among a few of them are
  • Verify the age of customers for all purchases.
  • Require an adult with ID to be present for delivery.
  • Label shipping packages to show they contain tobacco products.
  • Comply with all state and local tobacco tax requirements.
Not mentioned above is that USPS would be barred from delivering so all vapor products would have to be shipped by UPS (the only delivery service I know of that will deliver tobacco products).

The PACT act was a big blow to snus users in the US back in 2010 as it made it more expensive and a much bigger hassle to get snus. It will be at least as bad for vape products.

Sponsored by Big Tobacco.
They are always fighting for protection of their monopoly.
If this passes, it will be worse than TPD2. (TPD2 sucks enough)

Cheers

It is questionable as too if big tobacco is involved as I have never seen any evidence of it with the original PACT act. This is more the work of the tobacco control industry.

The problem with this bill (besides just being a very bad bill for anyone who orders on line) is that many vape shops will be for it as it is to their advantage to restrict on line sales. I actually posted a notice on the CASAA facebook page some days ago and they have not posted it. Even Brad Rodu did not post a very civil comment I left on his blog.

Tobacco Truth: Common Sense Legislation Would Limit Teen Tobacco Access

I would have to guess some folks think this will help get the anti-vaping advocates off the vaping communities back. It won't and it is very naive to think it will, but I can understand why many vape advocates are keeping silent.

IMO, "tobacco control" has been in the hands of big tobacco since at least the master settlement.
No online sale of tobacco means state and local govt's get as much tax benefit as possible and the tobacco companies get to control the "free market" flow of tobacco products.

If the FDA continues as it has, no vapor products will be on the market after 2022 except for BT devices/HNB and perhaps Juul.
The local stores, that might see a short term benefit from an online ban, would not survive the elimination/ prohibition of 99.9% of the juice and devices on the market today.
The loophole is the therapeutic devices market that has exploded since a percentage of states (and Canada) decided to make laws based on science and greed. It will be interesting to see what the FED does about scheduling.
