It's mechanical... this is sometimes what they do... heat up really frustratingly slow and under-perform compared to a regulated mod. Personally, I would build to something less low (at the moment you're trying for <88 watts and 21 amps or something with very thick wire presumably) and preferably on a two/three battery mod.
Compare a build aimed at <60 watts (0.3ohms or just below) on a mech compared to a dual 18650 and the difference is marked. I'm not saying they are all like this, but many are.
Look up voltage drop as well. Some mechs don't even allow 4.0v from a brand new fresh charge battery.

That's including the battery sag. Voltage drop gets exponentially greater the lower you go, it's like air resistance in that way.
You can mitigate VD by either using a lot of mass, or by using electrically efficient materials and design. My Panzer clone has the worst VD of all my mechs and so gets virtually no use. I'm always going on about it, but that's why I love my Stingray X because it's small but still has the best VD by far.

We choose mechs not because they are easy, but because they are hard.
...and the other things

love the Panzer mod TOTALLY but found it dosnt fire very well with my limitless rtda plus or griffen 0.2 builds using a samsung 25r grean….. find it ramps up slow a hell and doesnt heat the coil enough tom even tast anything. Using this in 18650 mode.
Just bought it and got a WICKED DEAL but need advise on using it.
