There is a city that is planning a smoking ban which includes electronic cigarettes.
But the state in which this city resides has just introduced a bill for a smoking ban that does NOT include electronic cigarettes.

It is unclear at this point, but it appears that...
--If the state bill passes it may prevent the city from including electronic cigarettes in their ban
--If the city bill passes first then it may not be subject to any electronic cigarette smoking ban restrictions at the state level

This one bears watching, as more and more cities and states are looking at strengthening their smoking bans.
And many of them are initially attempting to include electronic cigarettes, leaving it up to us to fight to have them removed.

For this question, what is the name of both the city AND the state in question?

"I hope Wisconsin residents are contacting their district representatives! This is by no means passed!! The ANTZ are lobbying heavily against it and have already sent out letters and had their members fill out form letters telling legislators not to co-sponsor or support this bill. We need to let those legislators know that we are out here, that e-cigarettes work and don't bother or harm anyone and ask them to co-sponsor the bill. If he doesn't get enough co-sponsors, this bill is DEAD!

Wisconsin law currently doesn't include e-cigarettes, but one city health department (Appleton) is already known to be telling people that they ARE included and there is nothing to stop the ANTZ from doing what they are doing elsewhere - changing the definition of "smoking" to include e-cig use.

Let's be proactive, folks!! For once we are ahead of the game and this is a tremendous opportunity!! "

I haven't read the bill in its entirety to confirm, but there have been "worries" by the Indianapolis 'smoke-free' advocates that the Indiana smoking bill, if passed, would foreclose communities from enacting any smoking regulations tougher than those set by the state (i.e., if the state smoking bill didn't ban smoking in hookah bars, the Indianapolis ban couldn't).

Thus, the Indianapolis antis have been pushing to have their ordinance passed ASAP, as a tough city ordinance passed before a 'weak' state bill is not precluded.

Hopefully that's clear.
