I don't have the Penelope V3. I have the Penelope V1 and V2.
I have been using both with cotton and I don't have any problems. Occasionally, I will get the gurgling, but it is rare for me. The difference between V1/V2 and V3 are that the V1 and V2 both use NR wires. The V3 looks to be more convenient and easier to set up because it uses no NR wire.
When I build the V1 and V2 I wrap the wire around a drill bit to make the coil. I have a pretty good idea on what the ohms of my coil are going to be based on my experience and the size of wire I am using. Before I put the coil in the V1/V2 I slide the cotton through the coil.
With the V3, it looks like I could set it up a little differently. I would put the coil in first, measure the ohms to my liking and then slide the cotton through.
Here are some tips that could maybe help with issues, such as flooding.
When filling or refilling the Penelope tank, make sure that the juice control is closed...even before taking off the top cap to refill. The tank and juice flow is pressurized. If you take the top cap off without closing the juice control first, it will most likely flood down the bottom hole...every time.
If there is excess juice and gurgling, you can try two things...or both. First is to make sure the juice control is closed tight and then vape until the gurgling is gone, and then slowly open the juice control if you think you need more juice. The other option is to close the juice control tight and take the Penelope off you device. Take a napkin or paper towel under the bottom hole, and blow into the mouthpiece. The extra juice will go into the paper towel. If there is more juice coming out than expected, then the juice control may not be fully closed, and juice might be coming from the tank.
When I build my Penelope with cotton, I don't skimp on the cotton. I make sure that the coil is packed tight with cotton. I think the same could be said for Rami, or other materials that are similar to cotton. Others may have different opinions on how much cotton wick to use in the coil, but this is how I do it. The cotton helps to hold the juice, so I put as much as I can fit without messing up the structure of the coil.
Cotton burns, so make sure you put juice on the coil before testing, and even before putting the mouthpiece and tank part on...but we all probably know that. Putting juice on the wick before assembling the rest of the tank and filling it will help with the juice control flow process.
On my V1/V2 I run cotton down one chamber side (the metal side for V1/V2) the other chamber I leave empty (the ceramic side for V1/V2).
My Penelope's are set it and forget it, when it comes to juice control. I even leave my juice control open overnight and when I'm not using it, and it is still fine with no flooding problems when I use it again.
Juice can also be subjective, as far as how thick or thin it is when it comes to flooding. I use a 65% PG/35% VG Mix. Which is probably thinner than most juices. Unless you're using 100% PG.
