Yep, double's got that right. Lions don't like to be flat. (Although maybe once a month to a full discharge to "recondition" them.)

I use several in rotation, and whether or not they've stopped firing, charge the in use one daily, while I switch to the next.

Li ions don't need reconditioning.
Cell phones and other devices that use a battery meter will require a once a month or so drain to keep that reading accurate.
For ecigs, though, don't let em go too low and you're good.
