The vendor "pays" for the return postage. It may be with a credit issued on your acct/CC, or with an extra cartomizer/juice sample or whatever. The customer should be asked for their preference and then that is what should happen.
Which is precisely what they offered me in my case. And, what I suggested they might do for the OP. If what the vendor offers isn't satisfactory, then the customer (by all means) should say so. The company MAY go ahead and send a replacement without any return being required. Or not, depends on their policy. In any case, it is normal (regardless of the product) for the customer to pay return shipping costs, then have the company reimburse them in one way or the other ... which is exactly what TW Does.

You pay with a credit card. You get defective merchandise, you return your defective merchandise, you get credit on your credit card for the shipping cost and a new battery is sent to you. Or you call the credit card company and complain. If enough people complain, their right to charge credit cards will be revoked.
