Aquarium Silicone is ok for sealing your electrical connections, but not for bonding pieces. If you're having issues with super/krazy/instant glue, you need to sand the surfaces to be glued a little just to rough it up, before gluing the parts together. Modeling glue I think is the best for bonding pieces of plastic together, as it causes a chemical reaction that literally melts the pieces together, so use it sparingly, a little goes a long way. Krazy Glue brand is the best super glue I've ever used, and sets within 5 seconds of the pieces contacting each other... so if you use it, make sure you have your pieces aligned exactly as you want them.

If you're using JBWeld to "insulate" electronics, ur doen et rong. JB Weld usually has some sort of VERY conductive metal in it, so using it as an insulator is actually shorting the circuit straight away. Use clear silicone caulk or a thick epoxy to seal all your connections and wires. There's also some 2-part Resin you can get from Home Depot that's designed to make thick clear tabletops (the ones you see with playing cards, old pistols, bottle caps, etc) which I used to use to make single LED wall-plug night lights when I was in middle school... wow that was a long time ago. :p Anything that dries clear is a good insulator... if your junk contains any sort of metal powder/filings like JBWeld, you're gonna have issues.
