Scubabatdan Ejuice Calculator ? for the users out there

I have a question for the recipes section. The excel sheet requires your totals to equal 100%(column B), how do you enter recipes when the totals of each ingredient is low like 3 to 7 %.

7% flavor 1
3% flavor 2
1% flavor 3
2% flavor 4

Of that:
flavor 1 is 53.8%
flavor 2 is 23.1%
flavor 3 is 7.7%
flavor 4 is 15.4%

All flavorings add up to 100% of the 13% total flavoring.

Um, yeah, but you provided it.

7+3+1+2=13
7/13=0.538=53.8% (What percentage of 13% is 7%?)
3/13=0.231=23.1% (etc.)
1/13=0.077=7.7% (etc.)
2/13=0.152=15.2% (etc.)
0.538+0.231+0.077+0.152=1=100% (Numbers check)

I automatically think of flavoring the way Scubabatdan's calculator handles them. I have a total flavoring and ratios of the individual flavorings that make the total. I can keep my total flavoring the same and adjust the ratio of flavorings or I can adjust my total flavoring and keep the ratio the same or I can do both.

ETA: Just rethought this and realized I don't think of this as a formula. It's basic math to me. Since I do math like this nearly everyday, I would probably be a very poor teacher. The process is natural to me and I actually have trouble trying to figure out how to break it down into steps. (Though I'm sure I learned it in steps at one point, but that's lost in the mists of time now.)
