I mentioned both points in my email to the committee. I also pointed out that the adult smoking population leveled off to 22-24% for about a decade before the ecigarette boom. That figure began to drop @2010 and now it's at 15.1% which under normal conditions would be considered a 'miracle' by the FDA and the CDC - yet it had nothing to do with their favorite NRT's which have people back smoking after 6 months.
And that 22-24% represented what Zeller calls the "hard core smokers" - those who even he said would most benefit from ecigarettes. These are the people that tried everything, including NRT's and still continued to smoke until they found ecigarettes. And that the stringent requirements for PMTA's on our vendors would result in a de facto or virtual ban of all ecigs, which would result in that number going back to the 22-24% level, since, again - these are the hard core smokers that the taxes restrictions and demonizations didn't affect, and where NRT's were not effective.
I also pointed out that many in the vaping community agree that vapor/smoke is @50% of the habit, which is why ecigs are effective in smoking cessation, while eliminating the truly health problems of the smoke, tar and other factors involved in using combustible tobacco cigarettes.
