Getting back to the OP and stockpiling, for a new vaper. I am of the opinion that eliquid sales will be restricted severely for some period of time by the FDA. That may be tight regulation of production and no internet sales of liquids containing nicotine. I also expect that the initial regulation will be challenged in court and be modified at a future date. I'm guessing that it takes a year or more to settle down, (hopefully), so I'm betting about $100 on nicotine concentrate that will cover us for a year and a half.
Practically speaking, stockpiling is a form of a wager, depending on how long you guess nicotine will be unobtainable or very costly through normal channels. It is also based on how long you think it will be before you can vape 0mg liquid. I don't see that happening for me in the foreseeable future.

Just buy in the approximate PG/VG ratio you prefer, keeping in mind that most flavorings are PG. Some vendors sell PG/VG base mixes, while at others you buy separate bottles of PG and VG base.
The wager you make is based on your expection of delay and your usage level. A couple minutes with a calculator can help you figure out how much you need a month. We use about 8ml a day, or about 3000ml/year. Using this easy mix method, I would want 6 500ml bottles. For a 24mg vaper, the wager would be about $150 for that one year supply.
