With many modern tc/vw mods (the eleaf Pico for example) you can go down all the way to 1w, no matter the coil resistance. Get the Pico (tiny) and a mtl tank of your choice. You don't need to hunt for high resistance coils that are difficult to find nowadays, or outdated clearos.

get a kangertech topbox mini, get the 1.2ohm coils, get an 18650 battery... it's not that big, it does what you need and has a 4ml tank. done.
