Without changes, device manufacturers are all (almost all) out of business in the USA market unless they were on the market in 2007 (virtually none, except a few cig-a-likes).
juice makers face similar problems, because if they mix any ingredients, they are tobacco manufacturers.
It's akin to having all restaurants in the USA to be called food-manufacturers and have on-site labs and testing and full manufacturer certification...submitting $1,000,000.00 applications for each "meal" described on their menu.
There's a SLIGHT hope for nic-free e-juice that it may be exempt...if it's not "designed to be mixed with anything containing nic"...IDK how you prove that one.
3 years left, for the most part, with sales-age-id verification almost immediately, maybe some packaging changes.
