Ok, what is VOIP phone and how can it work for me. I see deals that are really cheap, but not sure how good they are? My landline is currently connected with cable company, which I already said...duh!!

Read VOIP as "Voice over internet" (since IP pretty much equals INTERNET in this case). IP, by the way, is just a protocol for computers/devices to use to communicate data.

So, if your internet goes out, your phone goes out too.
As to what happens on the OTHER end, what the person you're calling needs, depends on the provider, but as a general rule, THEY at their central office or via some contract make the "bridge" between the internet and the regular phone lines. Somehow. Check reviews and any history you can find as to how well they do that.
Does that help? Basically, it's all "magic" somewhere, either from your internet provider or from a third-party.
Depends on if you rent your internet modem too. If you're not using their VOIP, but use someone else as a provider, you may have additional options and save a modem rental fee, but you'd have to buy a ?200? cable modem maybe with VOIP built in. If not built into the modem, you need a "box" somewhere to plug in the phone line to the internet modem.

We have a $20 per month dumb-phone emergency type of cell phone, was handy when the internet went down. But other than that, yeah, I'm like you, I don't use cell phones. Guess I'm old, or just don't care about the damn things.
