I'm working on a post-apoc, 'how do I get power' article but the short version answer would be to recharge them with a cordless drill and a crank plus a regulator. Single speed cordless drills can be used as a generator by inserting a crank into the chuck and turning it by hand. You then 'output' voltage from the battery contact points where it normally 'draws' power from. Think of it as a really small alternator with a stepped gear transmission.
