I'd reckon that someone who simply works in a clothing store might be at a gazillion times higher risk than a vaper when it comes to breathing in fibers. Or even a whole lot of other situations in life. As for the diacetyl, well, that one has been beat to death. Unless a person really sets out to do themselves harm, the risk is still considered very low.

I am a paramedic with years of advanced medical training and experience in respiratory treatment. You wont get Pneumoconiosis from vaping just like you wont get it from sitting in a sauna. Not open for further debate unless a physician wants to argue with me... at that point I will just bow out and say whatever...
