All other things equal:
I'm an ex smoker and slowly lowering my nic level. To keep a good throat hit do I use a higher or lower ohm coil?
I'm a MTL vape
IMO, lower Ω and increase wattage to compensate for reduced nicotine content.
A mix of salt and freebase nicotine and/or the addition of alcohol may also be something you should investigate.

Tbh throat hits are more about your atomizer than coil. If you're an MTL vaper you probably need to keep a relatively high ohm coil....0.7/8 to 1 ohm ish. Even though a higher Pg liquid will produce more throat hit your atty type is important.

    Resistance of the coil or wattage has nothing to do with the throat hit.

    Juice content does.

    Since your reducing the MG of the nicotine, you can increase the percentage of PG in your juice or change to a stronger flavor. (or mix at a higher percentage)

    For example, I have a Mango that vapes/tastes wonderful @ %1 however @ %3 is almost unvapeable!!

    To answer your specific question, vaping MTL you can get a good throat hit with, for example, a 1.5Ω or a 0.5Ω coil. I vape MTL, RDL and DL. I make my own coils. My MTL coils are between 0.45Ω and 0.7Ω. I haven't used a coil above 0.7Ω in many years.

    If you roll your own coils try raising your coil for a stronger throat hit. Lowering your coil will give you a "lighter" TH. You will notice a difference in TH by raising/lowering your coil.

    Higher PG juice will give you a stronger TH. 50/50 or 40vg/60pg will give you a good strong TH. I DIY my juice (50/50, 60vg/40pg, 70vg/30pg).

    As @charlie1465 said, your choice of atty does matter. Some are well known for a stronger TH versus others. You might have to experiment with several atty's to see what works best for you.

    If u gonna lower the ohms of your coil and more likely increase the vapor production cause of increased wattage then yes its most likely u will still get a throat hit even tho u may lower your nicotine in your ejuice but thats because u will be vaping more vapor on every puff.
    So the result may be that u vape the same amount of nicotine and more mls of juice even tho the nicotine percentage in your juice is lower.

    Unfortunately if u keep lowering your nicotine even if u vape freebase at some point the throat hit will just fade away. Its true tho that different atomizers somehow can produce more throat hit but still.
