Tracking Question

I'm new to ordering from China and not sure how tracking works. Today I saw the message:

"Inbound International Arrival, July 18, 2010, 10:49 am, ISC NEW YORK NY(USPS)."

Does this mean Customs is finished with it and the U.S. delivery phase begins? Or does the Customs phase start then?

It means it arrived at JFK. Next step will be customs.
