We already have that here in Toronto, Canada. Costco had to put huge tarps in the cigarette cages, so that customers would not be able to see the product. Gas station shelves have little fold up covers that "hide" the products behind them. I believe this was implemented somewhere in 2009 or early 2010 here in Canada.

You know, once they move on to the new number one cause of preventable disease and dearth, obesity, it's going to look pretty silly walking into a Dunkin and Yum Yum store and not see anything but curtains! Notice I left off the "D" word which will need to be removed from our vocabulary to protect the children.
