Vape shops here in Norway don't sell e-liquid with nicotine, it is illegal, only legal way to get e-liquid with nicotine is to buy or import it from another country.
You might want to check out Creme de Vape (England) and Jac Vapour (Scotland) online. I don't know if they sell nic salts eliquid or ship to Norway, but they're both worth checking in to, IMO. Both are reputable vendors that many on here have dealt with.
I highly recommend these guys, and they deliver internationally
