2. Tag/recommend 1 forum member you know who has some good coil rebuilding skills

@TrollDragon has some pretty solid coil building skills. He also has quite a variety of different wires for different styles of vaping and had experience with multiple RBAs.

4. To use a TC device, what kind of vape stuff you need, like the material of the wire, the rebuid tools, ohm reader, etc

I have on hand 316L and 304 stainless steel wire, Grade 1 Titanium wire, Ni200 wire and NiCr wire- all in several gauges.

I use several methods to make coils, from wrapping the wire around the "little blue screwdriver" that comes with many atomizers, to a Kuro Koiler Wire Coiling Tool. Which one I use depends on the type of build I'm going for, what mod I am using, and what type of atomizer I plan on using (I have something like 30 different atomizers- some here have many times more than that!

I use rayon for wicking the most but at times I might use organic cotton, stainless steel mesh (like for Genesis type atomizers) or even silica- just depends on what it is I'm wanting to accomplish.

To measure the coil/build resistance, I use a USA ohm meter. It is very accurate and measures to hundredths of an ohm.

Actually, I need nothing in the way of coil building tools or wire. That said I would be very interested to see how the Vapeonly Tenna Coilers compares to what I have used in the past.

#4 - I use a cordless drill with a cotter pin to twist my 28 gauge 430 stainless steel, an Artistic Wire Coiling Gizmo to wrap my spaced coil (3mm), an Eleaf ohm reader, a screw driver to secure my coil, nail clippers to cut the excess wire, and mini sewing scissors to trim my rayon wick.
