Who/How to contact if I have a concern?

I hope this makes sense.

Say I have a concern about something that's going on in the forum, but it's not thread/subforum specific - which moderator do I contact?

What if I have a concern about a member/members, who do I contact?

Is it allowable to contact a moderator to talk to them about something? Again, who do I talk to? Is there a chain-of-command that I need to follow?
