Simple answer = Design

Kangers are notoriously noisy in the first place.

They use an air passage that makes a lot of noise.

Getting creative with a drill won't help too much but if you're really determined, larger airflow means you will be able to pull "more softly" and get a moderately quieter vape.

Shorter answer = Kangers make lousy stealth vapers :)

I think what he is referring to is the hissing sound you can get from a lot of toppers. This is mainly the sound of juice being vaporized and is totally normal. Some tanks just do a better job of blocking the sound than others.
