Unless you can express quantitatively and fairly accurately, the connection between your 1 in 10 and ecig usage, there's absolutely no significance in your assertion in conjunction with ecig battery education or lack thereof.
ETA; Furthermore, once again... not one article or news story outlines any data about the user of an exploded ecig suggesting they were sans Internet capabilities.

Why don't you provide evidence that all those who have had ecigs experience thermal runaway have factors that place them outside of the general population, where 1 in 10 people do not have the internet.
The reasonable assumption would be that they are part of the general population, unless there's other evidence to the contrary.
I would not expect these articles to have information on the internet usage of the subject in the piece. These are short, not very in-depth, articles, not detailed analysis.
And all this is really missing that point, that all ecig users should be warned of the possible hazards, because it's not only good for them, it's good for all of us in the vaping community. If you could care less for your fellow man, I would think you'd at least have your own self-interest in mind.
