After reading the FDA proposed DEEMING regulations i have come to the conclusion that it is designed to make ALL comments" off topic and irrelevant. The actual proposal is, to oversimplify,"do we call these things a tabacco product" . The rest of the document is lays out what they would do if they are tabacco products and the reason they want to call them tobacco. This gives them a lot of room to misdirect the focus of our comments away from the question of if APVs are in fact a tabacco product.
Please, if you are going to make a comment during our time to do so, include at least one sentence to the LACK OF SIGNIFICANT EQUIVALENCE TO TRADITIONAL tobacco CONSUMPTION.
I truly believe that it is the plan of the FDA to disregard comments that are bassed on harm reduction,small business destruction or, testimonials , because they are not "on topic" to if APVs are tobacco or not.
