The funny thing is that all three of them are already FDA approved products.
Believe it or not, even NICOTINE has been a FDA approved product for years!!

The question in my mind is it 'only when those substances are mixed together' that they need to be deemed?

Well I believe that they are deemed tobacco related in those deeming regulations by the FDA that are being fought by Nicopure. And if push comes to shove, nicotine in tobacco products prior to 2007 will just have to be steeped in pg until palatable for vaping. They do have a no win situation because with those deemed regulations, they're going to have more problems than it's worth. Hey going up against all us ex smokers/now vapers, will Not be easy. We are a tough group who is only asking for Fair. They will be creating something they aren't expecting. They may come close to winning this battle but they will not win the war. I have also converted 5 family members to vaping. I've smoked for 35 years and given it up thanks to one of China's inventions. I'm so proud of myself and other quitters. They may aggravate us but they won't separate me from my miracle devices. Amen.

It should be, but the FDA has their new "intended use" doctrine they invented just for us.
And their new corollary of "reasonable expectation" thrown on top like a cherry.

So if a retailer/manufacturer could reasonably expect their product to be used in that manner...
Then it's a tobacco product.

It seems like the government doesn't care what the grownups do. They have to make sure the kids smoke because if they don't the Tobacco Age is over and a trillion dollars a year world wide, of easy money, turns into vapor.
And these two sentenses, in a nutshell, is what this whole mess is all about IMO.

My point is the availability of nicotine will not be a choke point. It appears
to be readily available and is a raw material.

Industrial grade nicotine is not suitable for human consumption.
At one time apparently there was a lot of that. However if one
can make industrial grade nicotine one has the know how to make
USP grade nicotine with out to much more difficulty and effort.
There wasn't any US manufacturers of liquid nicotine prior to 2013
yet the market expanded with out a hiccup. Belgium,Ireland,China
and India are but a few producers of liquid nicotine. Is all this production
for the vaping industry?

I just can't see nicotine becoming a choke point.

Has liquid nicotine slways been available for purchase without some sort of license by the general public?
