She got one thing right:

I think that once the FDA regulates it, only the large companies—which really means Big tobacco—are going to be able to afford the tests to prove that they’re safe. We’re going to see the money that could be going to this small business enterprise go to Big Pharma, which is going to be using it as a nicotine-cessation agent, and to Big tobacco, which is going to be selling it as an alternative tobacco product. That’s going to be a negative side-effect of regulation—but I do think it needs to be regulated.

That's how it could go; so when the FDA gets around to proposing regulations, we need to be very vocal about demanding that the FDA keep the regulations reasonable enough to allow small and medium-size companies to continue in business. That's where many of the innovations and product improvements have come from.

Actually, given that she is at UCSF, the bastion of everyone's favorite mechanical engineer, S. Glantz, I would say that Ms. Dilworth is remarkably fair and balanced.

It's also an area that's creating jobs, something this country desperately needs so people can pay for Obamacare (Oops, I could have avoided those last few words, just couldn't help myself.)
