My question is does anyone know of a vendor that gives you a option when buying atomizers to choose either drip tip or carts i ask because i dont know if its just me but i throw away the carts everytime cause i dont use them i wouldnt mind paying like a dollar extra or something fair for a drip tip instead of things i dont use

I save the prefilled cart's for when someone sees me vaping and wants to try my PV. I just keep an unopened one in my kit for that reason. If you just don't want them, email the supplier and ask about a substitution. In my experience they are very accommodating of special requests.
