To the best of my knowledge, no, but it's probably a question better asked in the Site Feedback and Help forum. That way the forum leaders will see it and maybe look into other payment methods.

Where does it say that? I just checked the sign up page and when I clicked the drop down menu the 1 year/$24 option was there. If you're not getting that option might want to ask in Site Feedback and Help
