CASAA blocked in some Chinese cities?

Logged onto the CASAA website the other day. Joined, and downloaded some brochures and information. Today, I try to get into the site and I get a "DNS error - server cannot be found" error. Used the online pinging tool (just ping - Online ping - Online web-based ping: Free online ping from 50 locations worldwide), and found that 100% of the packets were being lost from a Shanghai ping.

Just-Ping doesn't use my city, however (Changchun), but I've found quite a few websites which can be pinged from other cities here, but not from mine. I suspect that there is selective blocking going on, but why CASAA?

Could just be an intermittent outage. As the guy who formerly ran the network for a major a major website, I used to get calls at least once a month because traffic to our site was stopping in Shanghai. The net there seems to be complete crap, and it doesn't help that people would always assume it's the Great Firewall and that there was something I could do about it.

I'm 3000 km north of Shanghai. Hangzhou is only 300 km west of Shanghai.
