Posted on Carnival's website in the FAQs about smoking:

Effective December 1, 2011, smoking will be prohibited in all guest staterooms. Guests in balcony staterooms may smoke (including cigars) outside on their balcony.

Guests who smoke in their staterooms will be assessed a $250 cleaning and refreshing fee on their Sail & Sign account. Information on this fee is included in Carnival’s ticket contract.

Note: Electronic cigarettes or e-cigarettes are only allowed in the designated smoking areas.

I do NOT smoke I vape and will not be doing that in the smoking section. Come on over to Royal Caribbean, vaped everywhere and never a problem.

It has never been a problem for me on Carnival either. From reports I'm hearing of those who just got off a Carnival ship the news hasn't trickled down to the staff since vapers haven't been hassled yet for using them in non smoking areas.

Hi everybody! Just got back from a 7 day on Freedom of the Seas. Vaped everywhere without problems. We didn't hide it at all. We didn't use the main dining room so I can't help there. Took a couple of minutes explaining e-cigs to the security ladies in Jamaica, but they were just interested in how they worked.

Just got off a 5 day on RC. Vaped most places, however I will point out that their new "Guest Conduct Agreement" section of their cruising book does specifically lump electronic cigarettes in with "smoking" so technically only designated areas, however outside of the main dining room no one said anything to me about it.

We just booked The Miracle for Nov. I glad you vaped without any problems. Did you vape in the serenity area?

When we were on the Miracle last Aug. we vaped in the serenity area. One bar maid came over and told us we couldn't smoke there and we showed her the e-cig and she didn't hassle us after that, although we did get a few "looks" from some of the passengers in that area. We'll be on the Miracle again in Sept so I can report back after that cruise
