Sounds to me like they are trying to back door a tax on e-cigarettes, if you go here;

you find this definition under the 877.112 (b) that is mentioned several times in the last 3 pages of your link;

(b) “Nicotine product” means any product that contains nicotine, including liquid nicotine, that is intended for human consumption, whether inhaled, chewed, absorbed, dissolved, or ingested by any means, but does not include a:
1. tobacco product, as defined in s. 569.002;
2. Product regulated as a drug or device by the United States Food and Drug Administration under Chapter V of the federal Food, Drug, and Cosmetic Act; or
3. Product that contains incidental nicotine.

It seems like the ANTZ are getting smarter and not naming e-cigarettes in in the bill so it won't show up on a search. At least someone in the group was smart enough to add #3 so they didn't tax veggies.

Also note the bow to BT in that non refillables are not taxed, what makes me think RJ Reynolds has their fingers in this bill.

We can now add sneaky {moderated} to the long list of alternate names for the ANTZ.
