The state Labor Relations Board has ruled that government and other public-sector employers, such as schools, cannot ban outdoor smoking on their properties without their unions' consent. The ruling comes after years of smokers coming out on the losing end of battles over higher cigarette taxes and laws restricting where they can light up
[FONT="] The ruling handed down last week settled a grievance filed against the Pennsylvania State System of Higher Education by its faculty and coaches union. It nullified the campuswide smoking bans put into effect last fall on they system's 14 university campuses. [/FONT]

The number of Arizonans who smoke is dropping sharply, and experts are attributing the decline to new laws that limit the use of tobacco and the higher cost of cigarettes.
[FONT="] A new federal study shows that about 170,000 of the state's adult residents kicked their smoking habit from 2007 to 2008; the number of active smokers in Arizona - those who smoke some days or every day - fell to 15.9 percent, down from 19.8 percent in 2007. That's a nearly 20 percent decrease, and medical experts call it "unprecedented." [/FONT]

. . . The electronic cigarette is an electric version of a typical cigarette. It provides small amounts of nicotine while releasing only water vapor, unlike the usual smoke emitted through regular cigarettes.
[FONT="] According to the American Tobacco Company, the typical cigarette has 599 ingredients including tobacco, nicotine, glue and paper. When ignited, those cigarettes create over 4,000 chemical compounds which can become toxic. Some of those toxins include carbon monoxide, hydrogen cyanide, ammonia and nitrogen oxides, all of which are harmful in mainstream smoke and secondhand smoke. With the e-cigarette, this is no longer a concern. [/FONT]

The Michigan House voted today to ban smoking in workplaces including bars and restaurants, but allow it on gambling floors at Detroit's three casinos, cigar bars and specialty smoke shops.

Reporting from Washington -- In a historic shift in public health policy, Congress is poised to give the federal government sweeping new authority to regulate the manufacturing of cigarettes and other tobacco products.
[FONT="] The legislation, long resisted by the tobacco industry, could allow consumers to see for the first time what chemicals and other additives tobacco companies put in their products. It would empower the Food and Drug Administration to put new limits on harmful ingredients and prohibit tobacco companies from marketing "light" cigarettes. [/FONT]
