I guess those people just haven't gotten caught yet. What happens to them if they get caught? Do they just close their account? Maybe its worth it to them to sell a few before they are busted.

Note the few people that are selling them all have less than 100 on their feedbacks. They will be gone soon so I wouldn't worry too much about it.

There listing will get removed. After so many times, their account will get suspended for a year. Ebay owns paypal so their paypal account will get frozen for 180 days.
