The FDA has extensively tested a substance that has been shown to be FATAL to all mammals, and reptiles.

Testing by submersion into this compound for times as little as 4 minutes has been fatal in all test subjects.

Therefore the sales, possession, distribution, and consumption of Di-Hydrogen oxide should be stopped.

FDA Adverse event report: electronic cigarette:

I have been using the e-cig for the last 15 weeks. Before that, I smoked 1 to 3 packs of tobacco cigarettes per day for 50 years. Yesterday, someone offered me a cigarette and I could not force myself to light it. I can only attribute this involuntary abstinence to the effects of e-cig use and resulting revulsion I now experience when smelling the smoke produced by burning tobacco. Please get these things off the market so I can go back to killing myself.
