Glycerin + Distilled water?

Long story short, we plan to remove the liquid from a prefilled cartomizer (using reverse taryn spin) and then refill with plain USP glycerin. (We are testing for sensitivity...)

Some folks advised that we may need to mix the glycerin with some distilled water in order to get it to absorb into the filler... how much water to how much glycerin do we use? And if it varies, (as I suspect it will) how do we go about adding it and how do we know when it's enough?

I would use a blank carto rather than one that has been "spun". If there is anything left in the carto and someone has a reaction, you don't really know what caused the reaction. The usual recommendation for VG and distilled water is between 5 and 10 percent depending on how thin you want to make it. I would start with 5 and work up if it doesn't get absorbed into the carto.
