Death reports are probably not where they collected the information for smoking related deaths. You'll never be able to use a death report (autopsy) to support vaping is or isn't safe. Many die without autopsies everyday, only done when there are questions about demise or the family pays for it, (maybe some places they are required no matter what). Even smokers' deaths aren't listed as smoking, it's usually heart attack/disease, cancer and so on. They may note if there is evidence the person was a smoker but that's about it.
Here's a good example. My FIL smoked, drank and had lung and colon cancer, was given short time and sent home to die. He got short on breath couldn't suck through a straw, called 911 to take him to a hospital, so as to preempt dehydration. Had a heart attack on the way there and passed on. Official cause of death, heart attack. Even though he had cancer, was a smoker, had Cirrhosis of the liver and drank. No autopsy was ever done, they weren't interested and we didn't have $4000 for something that didn't matter.

It's not just Poland. You can buy similar thing in America. Great for cleaning tanks. Accidentally, for drinking too. Just add one cap of water per two caps of spirit.Meanwhile in Poland

It depends on the state you live in. Some do allow it, but the two I spend most of my time in (PA and FL) limit ethanol concentration to 75%.You can buy similar thing in America.
I have lived in PA also. Philadelphia. Sometimes on Sundays I have to drive to New Jersey to get a suitable bottle. Bad state for tank cleaning. My condolences. It depends on the state you live in. About once a year, I hear of someone who has died by vaping essential oils. Supposedly it coats the lungs with oil and will block oxygen. So the vaper ends up suffocating to death and the hospital can't do anything to help. I have no idea if these stories are true or not. But in any case, it is probably a dumb idea to add essential oils to your juice.

I've done that to myself. Most likely that vaping will be a factor in a few car accidents when a driver or passenger inadvertently chucks a blinding cloud. That's about the only way I can associate vaping with something life threatening.
