Dr. Mercola is incredibly well known and respected. That said, he touts products he sells and can be a little of a sensationalist. The study he quoted applies to one specific brand and delivery system, which should be noted. Not all e-cigs are equal. However the doc does a decent job of pointing out that we just don't know the answers to these questions yet.
