I received an email notifying that I won, which is odd as the giveaway just began and runs another 12 days. All that is asked is name, address, copy of photo id with name and birthday showing and a $4 paypal payment. Too good to be true?

I take that to mean there will be drawings on the 12th, 16th and 24th.
Nothing in the OP about a fee but the terms & conditions on the contest site has this:
"Per FDA regulations, USA winners must pay a $1 charge and be of legal age to purchase vaping products in their state. "
"Winners will be picked at random at the conclusion of the contest."
Things don't match up too good between the two and definitely not with your email.
I think the innokin folks need to provide some clarification here.
Edit - Also, I'm not sure that the fee is a FDA requirement any more. Plenty of prizes have been given in numerous contests (here and other places and formats) that do not ask for or require any type of payment.

I received an email prior to the notification from Oliver ECF Forum saying I will be notified shortly about winning. I've never won a contest or giveaway, so ...
I just noticed on the entry page they announced like 6 winners this round or whatever.
Just got the email. There were 1st,2nd and 3rd place prize winners picked today. 3 winners in US.
