i ve been doing PS since version 4, I have the CS6 (version 13 0r 14 not sure ) it doesnt do it either that way

Maybe you have to create layers and somehow turn it into an animated gif. I have PS but I don't know much about it as you can tell.

yes it is like you say, i was telling that you can't paste an animated gift onto an image, but you can paste a lot of layers and them make frames from the layers

PS is part of my every day job, of course gift is not part of my job
