When I was growing up I didn't get a car until I could afford to buy it for myself. My mom made me pay for my own insurance on her car almost exactly the same way that you do (15 years ago so no cell phone). I remember there was an envelope above the key rack that I had to put 35 a week in for my insurance. If it was empty I didn't get to drive. I tried the same thing your daughter did and my mom took away the car. I got fired cause I wouldn't ride a bike to work. Two days later I got another job, but had to ride my bike to get it and to go to work until I got my first paycheck.
