When the day comes that you can no longer source ProVari's, if you like 'em, I'd strongly suggest taking a look at Dicodes.
If I were to rate ProVape's products on a scale of 1-10, they'd be at 10. Their customer service = same. The only other e-cig company in the world selling regulated mods that I feel the same way about is Dicodes. Brilliant products and truly exceptional customer service on the few occasions I've needed it. The downside from the US is, a service round-trip to ProVape costs $10 postage and takes about a week... the cheapest postage to Germany for warranty service costs $40 and takes 2-3 weeks to show up there, and another 2-3 weeks to return back to you in the states (you have to pay to get it there, Dicodes warranty service covers the cost to send it back to you). If you want it fast, then prices become untenable and DHL wants $180-$200 to ship a pkg to Germany in 2 days. B'okay, $200 for a mod that only cost $300 to begin with, why even do this, I'll just buy another one. OTOH if you have patience and time, it'll work out, and being in Mexico it's probably no better or worse than mailing into the US and getting it back.
Just out of curiosity are there vape shops in Mexico? I visit Cancun for business reasons on a regular basis, and out of the 25-30 times I've gone over the past few years, I've "won" lotto, and had that button at the airport light up and flag me, 3x. Every single time they found my e-cigs (not too hard since I'm not stashing them anywhere), looked at them, had a guy shake his head and tell me they're "not allowed" in Mexico, and then hand them right back to me.
In short: from my understanding vaping is not allowed/banned in Mexico, but there seems to be 0 enforcement/nobody actually cares. But are there physical vape shops present? (I've never found any), or is everything internet sales/mail order only, or that guy, whose house is down that alley, who will sell you stuff behind his back stairs ;-)

Answering your question, I know only 1 vape shop here in Mexico City and it is not visible from the street, it is an office and the only time I went there I felt like doing something "underground". I believe there are a few shops in Guadalajara and Monterrey but no so sure. I know that the 2 web-shops I buy from are in those cities and the one at Monterrey makes my ADV.
The problem in Mexico regarding e-cigs is that the Mexican Law prohibits the trade, sale, distribution, exhibit, promotion or production of any product that,
not being a tobacco product, bears any part of a tobacco brand or its design or its "auditory signal" (whatever that means) identifying it with tobacco products. I understand that provision was intended to ban the sale of cigarette-like candy and chocolates.
But according to the COFEPRIS (our FDA third world version) that provision also bans e cigarettes. I guess that those idi/%$ts find that a Radius fitted with a kayfun 5 is identical to a cigarette. It's amazing how the big tobacco money can alter your perception of reality!
According to the law, a Tobacco product is any substance or product prepared in its totality or in any of its parts using as raw material tobacco leafs and intended to be smoked, sucked (as a candy), chewed or snuffed, so my guess is that e-cigs cannot be deemed and regulated as tobacco products.
So vaping is in a grayish area because it is not literally forbidden but the authorities consider it banned. You can vape because the law does not prohibit vaping and therefore I believe that your device cannot be taken at customs unless there is another provision that banns the importation.
You can buy a lot of vaping products in the internet from local vendors. Their websites are "public" but they usually don't show much information about the owners, nor even an address, sometimes a phone number or an email address. I believe that they are not registered nor paying any taxes. There is always a risk in using them but the 2 sites I go to have proven to be trustable and efficient. I usually receive my goods the day after I place the order!
You can even get smoevesto and provari. I confirmed with Blake that and when bought my K5s I checked the serials at the smoevesto site.
