I'm not 100% certain but I think this already be done. I saw an announcement that the min. age was raised to 21 (for all tobacco products), but no ban (yet) on flavors (or anything else).

It appears to me that he's taking a "stepped" approach, hoping something works without having to totally annihilate the industry. He's certainly getting a lot of pressure towards the latter though - that's for sure.

Idunno... (we'll see).
